Is there a way to add an action to the ribbon of every page?

Every page ribbon has certain "default" actions that are always on the page (Edit, View, etc.). Is there a way to add another such 'global' action?

Alternatively: is there a way to extend the application menu (i.e. the blue arrow left of the Home tab that has Set Work Date, Select Language, Help and Customize, etc.)?



I remember that in the classic client this wasn't possible, but that certain menu items ran through codeunit 1 where you could 'hijack' them.
