Nav 2009 Service Tier hangs. Users logged in are OK but no more users can log in.

Hi,
We have a customer with an odd situation.
Under normal circumstances all users can log on OK. Every couple of days or so the NAV service tier won't allow any user to log in. Users already logged in can continue working no problem.

If we restart the service it works OK again. Sometimes the service hangs & we have to force it to close in task manager.

We have checked out delegation etc.
We have also set up a second service tier & split the users between them. The new service tier has also hung at times so it looks like it's not to do with that particular service tier.
I don't see any errors in the event log that would particularly indicate the cause though there is occasionally an error
Event ID: 14
The password stored in Credential Manager is invalid. This might be caused by the logged on user changing the password from this computer or a different computer. To resolve this error, open Credential Manager in Control Panel, and reenter the password for the credential.

Other point worth noting is that they are using Windows 10 on the users' PCs. Plenty other users connect OK from Windows 10.
We did find that if we started one particular client using RTC it crashed the service tier. However, that user is now connecting via a remote desktop so is no longer using the local RTC.

Nav version 2009 R2 build 38655.

Have you come across this & do you have any tips on how to troubleshoot this?
