Zone Code must be equal to '' in Bin Content

In Bin Content, I want to set bin as Fixed or Default. But there is an error 'Zone Code must be equal to '' in Bin Content' , yet some bins are already set as both Fixed and Default even Zone Code isn't empty.

Could anyone please advise me how to fix this ?
