How do you set a Default "To" value in the Factbox Notes (System Part)

I am trying to get the to and notify field to be defaulted to a name, and checked respectively.
I dunno how to go about this, and I cannot find anything on the web in regards to this topic.

I am 2 weeks into Nav Development, Need all the help I can get!.
